ASSISTANT

ACCOUNTABLE TO: Pastor and Eldership

The Assistant to the Pastor receives payment from Jubilee Church for the following:

1. To help bear the ministry load, to pray, to study and be current and to teach.

2. Oversee the bookstore: appoint a manager to order, stock, deposit and make inventory.

3. Bible College Dean, decide on classes, select courses and instructors. Keep records, order, do inventory, teach and/or attend classes.

4. Oversee the tape ministry, assign manager.

5. Do errands and assignments for office.

6. Do ministerial visitation as directed.

7. Keep office hours 9:00 a.m. 4:00 Tue - Fri. Be on-call whenever necessary to preach. He is always available to serve the pastor and the congregation.

8. Ensure that the administrative requirements of the program are fulfilled (submission of reports, statistics, etc., that the program is running according to policies established, and that new contacts are properly cared for.

9. Keep all computers in working order.

Standard: The Vision University program is being fully implemented and is fulfilling its appointed role in the church.

LEADERSHIP functions: Are tentatively scheduled for the 3rd Saturday of each month at 9:30. They are to keep everyone updated and current with the business and progress of the church activities. Everyone is welcome; all leaders are expected to attend. The function of this meeting is overview; specific problems will be handled at another time, (please schedule). Prayer and encouragement are offered for any department needing it.

LEADERSHIP MEETINGS

The ministry team sets direction. That direction is then presented to the leaders who will attempt to fulfill the given vision. The leaders must be given a voice in how that could be accomplished. This meeting shall be announced and held on the 3rd Sat. of every month if possible.

The purpose of this meeting is:

1. To allow reports of the church to be presented, for scheduling and goal setting.

2. And to allow the members of the church to express opinions and ideas concerning the activities of the church. Ideally for purposes of time, these ideas have already been discussed by the overseeing minister of that category.

3. To vote or generally agree on matters put before them.

The leaders and church members are given freedom to express themselves in love and to offer helpful comments. If there are matters that should first be better handled in private, then every effort should be made to do so.

The function of this group would be to sensitively listen with respect to ideas, to build team spirit and momentum towards common goals.

Monthly leadership meetings require the attendance of the following groups:

Ushers, Fellowship, Deacons, Music, Outreach, Bulletin, Sound, Bookstore, and Tape ministry. The Financial Administrator should be well advised of each of these meetings and their projected needs.

Leaders must be certain that their people are faithful to responsibilities. Make sure they get the needed supplies, equipment or money they need. Make budget with Financial Administrator. Keep within budget. Keep all plans on schedule. Revise plans if necessary -- but communicate about changes first. Co-ordinate work between people. Solve problems, report all problems.

Leaders understand the statements of confidentially require that you submit issues of concern to the pastor for evaluation. You are not to try to handle on your own any problem like divorce, people leaving the church, offense, etc. A true leader is faithful in accountability.

  • Leaders understand not to try to do church business with the pastor immediately before or after a church service. We must respect the demand and concentration on Spiritual matters during these times. Call the office during office hours. Don’t call the pastor at home about business matters -- unless it’s an emergency. You can call her at home to be a friend. Business transpires at the office. Call or make an appointment. We want to hear your input.

LEADERS: Will be selected on the basis of spiritual, educational and personal qualifications.

1. A leader is one walking in a life of repentance and communion with God. This person must be willing to attend scheduled meetings (if possible), i.e. leadership or group sessions.

2. Must be willing to screen all classes being taught, making certain that all teaching lines up with the vision of this body, and the Faith message.

3. If approved purchases are made and you desire reimbursement, please put itemized receipts in offering box. If you desire to donate and wish a donation recorded please give us receipt so noted.

4. In order to honor one another, let us not use supplies unless you have obtained permission from the person for whom they were intended.

5. The church facilities are not playgrounds but instruction centers; help us keep order in the House of the Lord.

6. All leaders are expected to have completed Bible Foundations, and to have read "Decently And In Order - A Guide to New Testaments Church Government" by Bob Yandian, "Ministry Helps" by Buddy Bell, and "Armor Bearer."

7. Budgets must be submitted each December in order for plans to be made for the following year. You must be current in your budget. And give regular accounting. Keep all receipts.

8. Any coping must be done prior to pre-service prayer, not during.

9. Will try to attend pre-service prayer.

10. Monthly schedules must be completed and a copy given to the chairman, for review, at the beginning of each Leadership meeting.

11. Each department is encouraged to plan activities for training and especially for fellowship for their helpers, and/or for the body. Please invite the Elders to attend, they want to be a part of what you are doing.

12. Leaders must structure short-term goals in order for long-term goals to happen. We all must be trained so we can grow. We build for tomorrow with clear objectives and goals

A. To be God's representative to the church, a model.

B. To show others how to walk, knowing that Kingdom character is first developed by observation.

C. To explain duties to be performed.

D. To discipline the followers of Christ (Make disciples).

13. Leaders are expected to regularly and faithfully attend Sunday morning and Friday evening services.

14. Leaders are teachable, willing to serve, prepared, and faithful.

15. Leaders are conservative. They turn off equipment, lights, and sound systems. water.

16. Their monthly meeting will compile a Church Calendar for the following month. Leaders are expected to plan for each special event as necessary, special music, child care, books store, extra greeters, sound needs, follow-up, etc.

17. All leaders get ministerial approval before making plans.

Personal Requirements of deacons

1. Must give, be faithful, committed and be loyal to Jubilee.

2. Must have a desire to serve others and to meet needs.

3. Must have the ability to make others feel included, and to train them.

4. Show the love and mercy of God.

5. Be an example. It is the wisdom of God to provide deacons to assist the Eldership to serve the work of the ministry. The authority of Jubilee Church is the Eldership and Ministry staff combined. A deacon's chief responsibility is to serve the Elders in the work of the Ministry.

6. Each deacon must exhibit a true serving spirit. We will lay hands suddenly on no man. One's character and calling will be tested before calling them into office. There may be a training time or an investigation time prior to choosing them. The office of deacon will not be used as a testing ground.

7. Deacons must be those willing to serve and not aspiring to personal gain or recognition. They will be committed to rally the body to meet the needs of the saints and to perform works of service. They will plan and motivate projects.

8. Deacons recommend new deacons for appointment; it is their discretion, with Pastoral and congregational approval.

Policy concerning distribution of money and food by deacons.

Any poor family (church member or not) requesting food the first time will not be denied. Deacons will assess the situation and distribution will be made by request forms. Only nutritious food will be donated, no money, no sweets. $75 limit for first request. There may be an anonymous appeal to the body for funds to purchase the groceries if appropriate.

Any other financial need must be determined as valid, and given to regularly attending members only. Jubilee Church is not a welfare ministry. Money, clothing and food will be given for the purposes of restoring its members into the right relationship with God. Assistance beyond the first distribution demands that an advisor be appointed to help this person budget and learn about stewardship.

In order for a needy member to understand God's laws of sowing and reaping, it is preferable for the person receiving funds to work at the church in return for the assistance given.

Benevolent needs beyond this will be recommended to contact the local Red Cross, Salvation Army, or like agency. All appropriate local agencies may be tapped for help.

Funerals:

Head Elder

Contacts family for bereavement and obtains information for eulogy.

Makes outline of ceremony.

Give all information to minister in charge of ceremony

A duplicate copy of outline for service given too musicians and staff involved.

Coordinates musicians and needed personnel

Deacons

Organize and print memorial

Correlate with mortuary for arrangements

Establish type of ceremony and considers needs for cremation, graveside memorial, or celebration

Buy one bouquet of flowers from Jubilee

Family

Organizes for obituary and funeral notices

Makes all mortuary and cemetery arrangements

Contacts Social Security, etc.

Baby Dedications:

The parents are to contact the church office for forms from the Secretary/Office Administrator.

These forms are to be completed and filled out one week prior to dedication.

Secretary advises pastor and head deacon by note -- of upcoming dedication

Secretary assures that announcement is in the bulletin.

Head deacon arranges for family members to sit in front row that day.

Deacons assist with any celebration needs following service.

Family is totally responsible for all foods, decorations, and clean up.

Pictures are allowed during ceremony.


SOCIAL DIRECTOR – part of Deacons:

Accountable to Head Deacon

Duties

1. May solicit and organize evening meals for one week for those regular members of Jubilee that are incapacitated.

2. Telephone volunteers to remind them of needed assistance.

3. Organize quarterly Birthday celebrations.

4. Organize special outings every other month, (i.e. Visiting other churches, baptisms, parties, fellowship, and picnics), you may choose individual chairmen for various events.

Sickness: If member is in hospital send flowers ($25. Limit).

Visitor speakers: Make fruit basket for visiting speakers ($40. Minimum). Include drinks, nuts, maps, gifts, and sundries.

Weddings: If member gets married, send card and gift ($30. Limit) from church to be given by Pastor.

Babies: Flowers ($30.) and card to mother if a member.

Death: Flowers ($30. Limit) for a member of this church. If service is performed by Jubilee, then assistance will be provided at the dinner after funeral service (@ $50. Limit).

Family members outside membership: card of condolence or congratulations.

All special birthdays and baby showers will be individually promoted. Jubilee Church will not sponsor any such special personal events with the possible exception of appreciation for ministers.

GOAL: To have one major church social activity every other month.

CATCHERS:

Accountable to Head Deacon

Duties: "Catchers" for the prayer line are appointed by the Elder in Charge and responsible to Head Deacon, unless a guest speaker requests something different. No one is to minister at the prayer line if they are not willing to receive ministry for themselves from time to time.

A. Catchers must act invisible.

B. Catchers must not divert the attention of the minister.

C. Catchers are NOT to touch the person before catching.

Goals: Get a uniform. Perhaps, island shirts that match

USHERS

Accountable to Deacons

The function of an usher is to be a "Porter," a guard, and a watchman who maintains order in the church. The head usher will also be a deacon. Ushers maintain order over the house of God, over all furniture and equipment. They enforce the rules and regulations of the church. The doorkeeper is a very important ministry in the church. Each person must be sensitive to the direction of the Spirit so as not to offend others while doing the job. Ushers are ambassadors for the church:

The schedule for this greeting needs to be turned in at the Leaders Meeting the first Monday of each month.

There is great liberty in serving. This job should be available for all types of services: Sunday AM & PM, Friday night, special services, etc. Check the set up for all areas. Please be mindful of needs as each joint supplies the needs of the people.

1. In a loving manner, maintain order in the service. Assume post inside sanctuary 30 minutes prior to each service until the end of services. Ushers may assist the greeters. Primary duties before service: check environment (heating, plumbing, lights, problems in walkways, smells, etc.} Report problems to appropriate Deacon. Don’t relate problems about the building or upkeep to the Pastor prior to service unless it is an emergency.

The head usher:

Directs a particular service.

Assigns all other ushers to particular tasks.

Reminds Pastor or ministry in charge regarding special activities.

2. Do as instructed by the person in charge.

A. Be alert to handle disturbances, needs and problems.

B. Be on guard to protect others.

C. Keep order before and after service.

Do not allow children to run around the building or unattended at any time. (Speak to everyone in a kind way.) There may be occasional times where the ushers need to check for stray kids wandering about the building. Once a service is enough.

D. Disorderly children are to be sent to the usher in charge and they are to “remain" with that usher at the back of the auditorium until the service concludes. They are not to disrupt the service by being returned to the parents. Be certain that a report is given to the parent after service.

E. KEEP TRAFFIC TO A MINIMUM DURING TALKS. That means stop the teen-agers from walking back and forth to the rest room. There may be occasional times where the ushers need to check for stray kids wandering about the building. Once a service is enough.

3. We must have a man (a male person) on the main door at every service for security purposes to remain on Post throughout the meetings. This person is to be alert and on watch for violent activity. He is not to close his eyes. This is a necessity. Jubilee must be a safe place. Carry a cell phone and be ready to call police about vandalism or misconduct.

Usher may give this job to the Love Net if desired. He is still responsible to assure that adequate copies are made of, "New Member Packets." This copy work WILL NOT be done on Sundays. Plan ahead. Carefully keep master copy on file in office. This packet is to be distributed quickly to those visiting along with whatever handouts are being used for that day.

Those who distribute are pre-chosen by head usher or Love Net.

Head usher must be responsible to order new handouts prior to time of need.

1. Have a lost and found.

A. Deacons will store lost items in designated place for 60 days before disposing.

7. Prepare water, calendar, towels, mints and Kleenex for Sunday speakers.

8. Distribute Bibles at the opening of the preaching portion.

1. Check disperse box (in office) weekly for messages to be given out. Deliver all messages.

10. Release children for classes in orderly fashion.

11. Help greeters fill in front seats first to cut down traffic. BE NICE ABOUT IT.

A. Keep furthest back seats stacked until front filled up.

B. Back seats may be used at any time by people with fussy infants.

C. Please do not seat people during prophetic times (find out when that is if you don't know). No traffic at all during this time. But by all means seat them at every other time.

D. Teach the children to stay in the sanctuary. Do not let kids roam the building. ***Important.

E. Try to seat parents of infants near the cry room to avoid distractions.

F. Seat parents of children in the nursery near the nursery in case they are called out.

G. Keep all movement to a minimum during the giving of the Word.

12. Put direction sign downstairs before service, and put back away again.

13. Change anointing oil monthly, or check it to make sure it is fresh.

Add some flower perfume

14. Be an information center for visitors.

17. Oversee lost and found.

18. Provide basic first aid, have kit available, and also have several flashlights handy in case of power outages. Help exit in an emergency. Be familiar with the location of everything in the building.

19. Dismiss the Children's church back into the auditorium after service.

20. Hand out Bibles before talk, collect trash and straighten furniture at the end of service.

21. Perform the duties of the greeter for late patrons.

22. Post monthly usher (and Love Net greeter) assignments.

23. Dress neatly, look sharp, no shorts at door.

24. Submit duplicate monthly schedule at Leadership meeting, and post on schedule bulletin board.

25. Ushers are not to be playing with their kids, reading books, or being distracted while on post. They’re not to sit with their spouse.

26. Have get-togethers to promote team spirit. Have regular monthly usher's meeting.

27. Head usher may promote and recruit others into the ushers program (check with leadership).

28. If you are aware of any situation that needs attention, it is up to you to see it through. You have the authority. If you need help, ask for it.

A. Have knowledge of what is going on everywhere.

B. Help people up and down stage stairs as needed.

C. Be prepared to collect an offering if required.

D. Know how to act (not react), don't close your eyes.

E. Expect the unexpected - do not be caught off guard.

F. Be the best! Be professional. Lead by example.

29. Ushers are to stock giving envelopes and put them in sanctuary at regular intervals. Keep track and be in charge of ordering more when low. Work through Financial coordinator.

30. Ushers will be called upon to deliver messages and forms to various members.

31. YOU SHOULD BE KNOWN AS THE "LOVE SQUAD" BECAUSE YOU WILL CAUSE PEOPLE TO FEEL COMFORTABLE, WELCOME, AND BRING A SENSE OF ORDER TO THE SERVICE. Have a soft answer. Do good. Know how to react.

An appointed usher will be responsible to escort guest speakers to proper seat, let him know you are assigned to serve him/her for that service.

We thank God for you and the contribution that Love-Net plays in the Pastoral Care of Jubilee Church. Your help is greatly needed, as we cannot care for everyone that has joined with us without these groups.

You were chosen by the recommendation of the Coordinator of Love-Net Covenant organization, with Ministerial Staff approval. We believe that you will become a strong leader in this house.

There will be a learning process, there may be many changes, but remember that you are not alone as you begin this new ministry.

The primary purpose of Jubilee Freedom in Christ Inc. is to bring forth a body of believers into maturity, becoming the (grown-up) sons of God that are no longer children tossed to and fro by every wind of doctrine (Eph. 4:14). We believe that His body must reflect the Kingdom of God, and set a standard within the community. Love-Net will enable believers to have a sense of belonging, of being cared for and loved.

Our further purpose is to gather together and unify ourselves into a single goal and purpose, which is to reach Guam for God. As we overcome the strongholds of the city, we find that we ourselves have come into adulthood and healing of our minds and bodies.

The goal of each group will be to contribute in a measurable way to the goal of the church. Most groups do not begin because of the need of intimacy, but to accomplish tasks. But intimacy soon becomes the primary factor. Group leaders must work at building relationships, and initiating social activities. Group Leaders must spend conscious time enhancing understanding and empathy between participants.

Jubilee is built on Covenant relationship, koininea, communion, fellowship and interchange with God and with others. Covenant is a strong agreement made between people based on love and loyalty. Covenant with God is the essence of our relationship to Him. Covenant with others causes us to grow and become like Him. Fellowship provides a practical opportunity to appreciate one another. There is joy in sharing our lives with others.

Small groups can and do enhance church growth, but they can inhibit growth as well. How so?

1. Small groups may divert resources, energy and focus away from other tasks.

2. Small groups may become exclusionary. Friendships between group members may become so strong that outsiders not be included.

3. Statistically, a group over two years old will not contribute to assimilation of newcomers.

4. Groups must constantly change and assimilate new people.

5. Love Net Groups must be designed to be part of the church growth strategy; they must have a focus of outreach.

1. Groups will have outreach projects that will:

a. Involve the unchurched.

b. Have a primary purpose to involve non members.

2. The outreach must be regularly evaluated for effectiveness, and adjustments will be made as needed.

HOW PEOPLE ARE PLACED IN GROUPS?

Diversity of groups provides wider appeal. Of course the will of God is primary. Probably the basic division will be predetermined and geographical.

Special Groups may include:

Singles, or single parents.

Young married.

Fellowship groups, with task orientation.

ADDING A NEW GROUP

The number of people for each home fellowship is 7- 15 attendance.

1. Saturation occurs at about 7 - 15 people

2. Room size saturation is 85% of seating.

3. Groups will be expected to joyfully divide and reproduce.

HOW DO YOU GET TO BE A LOVE NET LEADER?

1. By faithfully relating to the ministry of Jubilee and helping to fulfill the vision and dreams of this church.

2. Allowing the fruits and potential for your life to be recognized. A selection will be made by the Coordinator of the Love-Net groups with Ministry Staff approval.

QUALIFICATIONS OF THE LOVE NET LEADERS

A group can have 2 leaders if desired, husband and wife, or two friends. These leaders should be or be working diligently towards being:

A. Mature in the faith, developing in prayer and fellowship with God. Daily prayer is expected. Leaders must be able to give clear testimony to what Christ has done within his/her life.

B. Teachable, growing in faith.

C. Interested in the target audience, gets along well with people.

D. Using necessary leadership qualities.

E. Be supportive of the vision of Jubilee, and Jubilee leadership.

F. Is a producer and a reproducer.

G. Is cooperative and a team person.

H. Has the willingness to do the job, makes the time to spend on this project, and freely serves in this ministry wholly and effectively.

I. High energy person, positive outlook, enthusiastic, dresses well. Enthusiasm is contagious. Leaders must believe that nothing is impossible with God.

J. Task oriented.

K. Faithful for the long haul, and committed. The best ability is dependability. Will follow through on assignments. Minimum of a 2-year commitment if possible.

L. Will have meetings at scheduled times, attend leadership training and coordinating meetings.

M. Will turn in reports of each meeting.

SPIRITUAL REQUIREMENTS FOR A LOVE-NET LEADER

1. Each leader must have a personal spiritual relationship with God.

2. You must be in covenant with this local body and its leadership. Loyalty is the result of a submissive heart -- it seeks to have one spirit and move as one soul. It seeks to flow together and to speak the same thing.

3. Leaders are good stewards.

a. Leaders should be able to control their debt.

b. Leaders should know how to budget their money and have a correct attitude.

c. Leaders must be generous givers.

4. You must be in covenant with your group.

5. Your job and home life must be conducted in a Biblical way.

6. You are expected to attend Sunday morning and Friday evening services and understand the essential teaching coming forth. Be prepared to clarify and augment these teachings in your home meetings.

7. Your responsibility is to defend Jubilee and its decisions to the body of believers. You are to side with the church leaders, assuming the best and finding out the answers as questions arise.

a. You must #1 be loyal to Jubilee, trust, uphold, believe in, defend.

b. You must #2 be loyal to your members, trust, uphold, believe in, and defend.

8. You must complete OUR Foundations Class.

9. You must know how to pray the Word.

a. Read "Prayers that Avail Much."

b. Read "Tongue the Creative Force" by Charles Capps.

c. There will be other required reading as time goes on.

10. You must learn how to handle difficulties and situations, such as

a. Gossip. Offense.

b. How do you handle grudges?

11. You must attend your monthly leaders meeting and hold your monthly meeting.

1. Have a servant's heart; allow others with a servant’s heart to help you.

2. We recommend that all leaders participate in Vision Bible College, either by audit

or credit.

SELECTION OF LEADERS

1. Group leaders are nominated by the Coordinator leader, and or Ministerial staff.

2. Group leaders must complete a written application.

3. Group leaders must complete an interview session and sign a Covenant agreement.

4. Group leaders must complete training in leading groups.

5. After completing the above steps, the group leader will be publicly acknowledged, and given an assigned group to lead.

DUTIES

1. Look to solve needs that arise during services.

2. Make twice monthly phone calls to provide encouragement and fellowship to those assigned to him/her.

3. Provide group information on upcoming events.

1. The covenant of Affirmation. There is nothing you have done, or will do that will make me stop loving you. I may not agree with your actions, but I will love you as a person and hold you up by God's affirming love.

2. The covenant of Availability. My energy, insight and possessions are at your disposal if you need them.

3. The covenant of Prayer. I covenant to pray for you, believing God will bless you.

4. The covenant of Openness. I promise to strive to be open with my feelings, my struggles, my joys and hurts. We need each other.

5. The covenant of Sensitivity. I will be sensitive to you and your needs. I will try to hear you, see you and feel where you are.

6. The covenant of Honesty. I will try to mirror back to you what I am hearing you say. I trust our relationship is strong enough to speak the truth in love so that we grow up in every way into Christ who is the Head.


7. The covenant of Confidentiality. I promise to keep what is shared to myself in order to provide an atmosphere of openness.


8. The covenant of Accountability. I am accountable to you to become what God has designed me to be.
